Phelan, Rolfs sign letters of intent
Lady Oiler Reagan Phelan, third from left, signs a letter of intent Nov. 12 at Central Plains High School to play basketball for the Lady Ichabods (formerly known as the Lady Blues) of Washburn University in the 2016-17 season. Washburn is a regional NCAA Division II women’s’ basketball powerhouse and competes in the Mid-America Intercollegiate Athletics Association.
