A visit this past October by Gov. Sam Brownback to the Ellsworth Correctional Facility could pay dividends in the 2016 session of the Kansas Legislature, Rep. Steven Johnson, R-Assaria, said this past week. The session opens Monday and Johnson and others have spent the weeks leading up to it laying the groundwork for a bill that could return home construction to ECF.
