PUBLIC NOTICE ANNOUNCING THE AVAILABILITY
OF AN ENVIRONMENTAL ASSESSMENT

Action: Notice of Availability of an Environmental Assessment
Summary:  Notice is hereby given that the Rural Housing Service (RHS), as required by the National Environmental Policy Act (NEPA), is issuing an environmental assessment (EA) in connection with possible impacts related to a project proposed by the City of Wilson, Kansas.  The proposal is for construction of streets in areas on the east side of the city that has been platted for residential development.  The property is located between U.S. Highway 40 along the north, 2nd Road along the east, and 31st street along the south.  The high school borders the property to the west.  The City of Wilson has submitted an application to USDA Rural Development for funding of the proposal.

Supplementary Information:  The City of Wilson proposes to develop the site with necessary infrastructure including streets along with water and sewer lines to allow for growth within the development.  The development is platted for 37 residential lots with two through streets and two cul-de-sacs.  The city is planning to implement the development in phases as follows:  Phase I- Sunflower Court; Phase II- Prairie View Boulevard;  Phase III- Bosland Circle;  and Phase IV- Avenue B and 28th Street.
The initial plan is to begin with Phase I, which will open twelve lots along 2nd Road and Sunflower Court.  Additional phases will be implemented as growth occurs and additional lots are required.  Each phase will include the necessary streets, drainage, water, and sewer as required to serve the phase.  
An environmental assessment for USDA Rural Development that describes the project, assesses the proposed project’s environmental impacts, and summarizes as applicable any mitigation measures used to minimize environmental effects.  USDA Rural Development has conducted an independent evaluation of the environmental assessment and believes that it accurately assesses the impacts of the proposed project.  No significant impacts are expected as a result of the construction of the project.
Questions and comments should be sent to USDA Rural Development at the address provided. USDA Rural Development will accept questions and comments on the environmental assessment for 14 days from the date of the publication of this notice.
Any final action by RHS related to the proposed project will be subject to, and contingent upon, compliance with all relevant Federal environmental laws and regulations and completion of environmental review procedures as prescribed by 7 CFR Part 1970, Environmental Policies and Procedures.
