When Ellsworth County Sheriff Tracy Ploutz ran for office in 1996, his primary objective was to make the county jail more secure. But during those first few months after assuming the job, it was that promise to voters that kept him up at night, worrying whether he put enough safeguards in place to protect the same residents who put him in office.
