Strapped and buckled down in the back of an Ellsworth Emergency Medical Service ambulance, Shawn Shipley thrashed in his restraints, defied requests to calm down and grabbed nearby EMS technician Doug Apley. In any other scenario, an aggressive patient could be a hazard to themselves and medical personnel.
