Budgets and schools expected to dominate session

It was during the 2016 session of the Kansas Legislature that Richard Wilborn began to sense a shift in the political direction of the Kansas Senate. Specifically, he told constituents at legislative coffees, support seemed to be growing to take another look at the 2012 income tax cuts many Kansas economists now blame in large part for the state’s ongoing financial problems.
