THE STATE OF KANSAS TO ALL PERSONS CONCERNED:
You are hereby notified a Petition has been filed in this Court by Valan Vopat and Vawn Vopat, duly appointed, qualified and acting Co-Administrators of the Estate of Louis R. Vopat, deceased, praying Petitioner's acts be approved; account be settled and allowed; the heirs be determined; the Estate be assigned to the persons entitled thereto pursuant to the laws of intestate succession, fees and expenses be allowed; costs be determined and ordered paid; the administration of the Estate be closed; the Co-Administrators be discharged and released from further liability.

CHARTER ORDINANCE NO. 04-2016

A CHARTER ORDINANCE EXEMPTING THE CITY
OF WILSON, KANSAS, FROM THE PROVISIONS
OF K.S.A. 15-731 AND PROVIDING SUBSTITUTE
AND ADDITIONAL PROVISIONS ON THE SAME
SUBJECT RELATING TO STREET IMPROVEMENTS
AND THE ISSUANCE OF BONDS FOR THE PURPOSE
OF PAYING FOR SAID IMPROVEMENTS.

WHEREAS, Article 12, Section 5 of the Constitution of the State of Kansas (the “Act”), provides that cities may exercise certain home rule powers, including passing charter ordinances which exempt such cities from non-uniform enactments of the Kansas Legislature; and
WHEREAS, the City of Wilson, Kansas (the “City”) is a city, as defined in the Act, duly created and organized, under the laws of the State of Kansas; and
