CERTIFICATE OF OPINION AND ORDER
FOR ROAD CLOSURE

NOW UPON THIS 21st day of March, 2016, the Board of County Commissioners of Ellsworth County, Kansas, is met in regular session with a quorum present for the purpose of acting as road viewers with request to the request of the Blackwolf Township Board for vacation of a certain township road, pursuant to K.S.A. 68-102a, et. seq.
THEREUPON the Board finds that the road is described as follows:
    A road running north to south in Section 36
    of Township 15 South and Range 9 West,
    commencing at a point on Avenue L one-half
    mile from the Blackwolf Township-Ellsworth

ORDINANCE NO. 3068

AN ORDINANCE PROVIDING FOR THE TOWING,
IMPOUNDING AND STORAGE OF VEHICLES; PROVING FOR A LIEN ON IMPOUNDED MOTOR VEHICLES AND
SETTING COSTS ASSOCIATED THEREWITH IN THE CITY OF ELLSWORTH, KANSAS.

BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF ELLSWORTH, KANSAS:
SECTION 1. AUTHORITY TO TOW OR IMPOUND WITHOUT NOTICE TO OWNER.
Any police officer is authorized to have removed and towed away by commercial towing service to an impound lot or other safe place designated by the city, without notice to the owner or lawful custodian of such vehicle, all vehicles found under any of the following circumstances:

ORDINANCE NO. 3067

AN ORDINANCE AMENDING THE ZONING MAP IN THE CITY OF ELLSWORTH, ELLSWORTH COUNTY, KANSAS

BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF ELLSWORTH, KANSAS:
WHEREAS, the following described land is currently within city limits of the City of Ellsworth, Kansas, and
WHEREAS, the Planning Commission of the City of Ellsworth, Kansas, finds it advisable to update the zoning area described;
NOW THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF ELLSWORTH, KANSAS:
That the Zoning Map for the City of Ellsworth is amended so as to include the following described tracts of land.  Said Zoning Amendment shall be reflected on the map entitled “Zoning Map of the City of Ellsworth.”

WHEREAS, the County of Ellsworth, Kansas, may pursuant to K.S.A. 12-17, 114 et seq. adopt a plan to assist in the rehabilitation, conservation or redevelopment of any area within the City of Ellsworth which meets the conditions provided in said law; and
WHEREAS, the County of Ellsworth seeks to exercise the authority provided in K.S.A. 12-17, 114 et seq. in order to rehabilitate, conserve or redevelop certain designated areas in the County.
NOW, THEREFORE, BE IT RESOLVED by the County Commissioners of the County of Ellsworth, Kansas in accordance with K.S.A. 12-17, 114 et seq. the following notice is hereby given:

NOTICE OF HEARING ON REQUEST
TO VACATE ROAD IN BLACKWOLF TOWNSHIP,
ELLSWORTH COUNTY

TO ALL PERSONS CONCERNED:

You are hereby put on notice that the Board of County Commissioners of Ellsworth County, Kansas, will, on the 21st  day of March, 2016, decide upon the request of the Blackwolf Township Board that a portion of the following described road located in Blackwolf Township, Kansas, be vacated pursuant to K.S.A. 68-102a, et. seq.
The road is described as follows:
    A road running north to south in Section 36
    of Township 15 South and Range 9 West,
